1. How do I pay for a traffic violation ticket?

Offenses that may not be processed by the traffic violations bureau:

Any indictable offense: Operative a motor vehicle under the influence of alcohol and/or any drug of abuse; Leaving the scene of an accident; Driving while under suspension or revocation of driver's or commercial driver's license; Driving without being licensed to drive, except where the driver's or commercial driver's license has been expired for six months or less; A third moving traffic offense within 12 months; Passing a standing school bus; Willfully eluding or fleeing a police officer; Drag racing.

18 Years and Older

If you are charged with an offense other than the above, you may, prior to your court date listed on the ticket, plead guilty to the offense(s) charged and dispose of the case without court appearance by:

1. Appear personally at the traffic violations bureau, signing the waiver printed on the back of the traffic ticket (pink ticket) and pay the fines and cost or
2. Sign the waiver printed on the back of the traffic ticket and mail it and a check, money order or other approved payment for the total of the fines and costs of the traffic violations bureau at the following address:

Under 18 Years of Age

Franklin County

You must appear before the juvenile court at the time and place listed on your traffic ticket. The ticket will be filed with Franklin County Juvenile Court and may be used as a juvenile complaint. Fairfield County

You must appear before the juvenile court at the time and place listed on your traffic ticket. The ticket will be filed with Fairfield County Juvenile Court and may be used as a juvenile complaint.

You will be notified by Licking County Juvenile Court as to the date and time of your hearing. Notice to all regardless of age

Insurance Warning, under Ohio law you are required to show proof of financial responsibility or insurance

If you did not do so at the time of receiving the traffic ticket, you must submit proof of insurance when you appear in court on these offenses. If you do not submit the required proof, your driver's license will be suspended and you may be subject to additional fees and insurance sanctions. If you have any questions regarding the proof filling, you may call the traffic violations bureau at 614-866-9252.

Failure to appear and/or Pay

The posting of bail or depositing your license as bond is to secure your appearance in court or the processing of the offense(s) through the traffic violations bureau. It is not a payment of fines and/or costs. If you do not appear at the time and place stated on your traffic ticket or if you do not timely process this citation through the traffic violations bureau, your license will be canceled. Also, a warrant may be issued for your arrest, you may have your driving privileges suspended or you may be subject to additional criminal penalties.

The Reynoldsburg Division of Police accepts crime tips via e-mail. These accounts are not monitored 24 hours a day. 4. How do I obtain a bike license?

Reynoldsburg City Ordinance requires bicycles to be licensed RCC 373.14. Licenses are 50 cents each and are good for as long as the person owns the bicycle. The license should be displayed on the frame of the bicycle. Licenses can be purchased at the Reynoldsburg Public Safety Building located at 7240 E Main Street, Reynoldsburg, Ohio.

5. How do I obtain an alarm permit?

All residents with an alarm system are required to have a permit. There is a one-time fee of $25.00. The fee is waived for residents 62 years of age or older but they must file the permit.

Permit holders are allowed six false alarms during the first year they have their permit. Permit holders are allowed three false alarms each year following. The fee for a false alarm after these allowances is $25.00/per occurrence.

6. How do I file a citizen complaint?

The Reynoldsburg Division of Police takes complaints against employees very seriously and with this in mind, anyone with a complaint against an employee of the Division of Police is encouraged to come in and speak with a supervisor directly.

9. What are the curfew laws?

The Reynoldsburg Division of Police strictly enforces the curfew laws. If your child is detained past curfew, as outlined below then they will be in violation of the curfew law. This simply means that your child shall not be beyond the property line of his or her residential property between the hours specified below unless accompanied by his or her parent guardian, or other adult person having the care and custody of the minor, guardian of the minor, or other adult person having the care and custody of the minor.

14 years old and younger Sunday through Thursday 10 pm - 4:30 am.

Friday through Saturday
11 pm to 4:30 am

15 to 17 years old Sunday through Thursday 11 pm - 4:30 am
Friday through Saturday midnight - 4:30 am

10. What is the noise ordinance and stationary noise?

Noise Ordinance

We have taken a community approach to what we call "Thumper Patrol." The city of Reynoldsburg has initiated a "Noise Ordinance 509.11,"Sound Limitations. The ordinance states:

No person shall, on any public sidewalk, street, highway, park, beach, or other public property, or in any motor vehicle located on any public street or property, use, operate, or play any radio, phonograph, stereo set, tape or CD player, television, sound amplifier, or other electronic audio device which produces or reproduces amplified sound, recorded music, or other noise, at a level which is plainly audible at a distance of more than twenty-five feet or more from the sound source. This provision shall not apply to live music, motor vehicles that are operated by medical or vehicular assistance to warn others of a hazardous road condition or the vehicle is an emergency vehicle or public safety vehicle and is on an emergency run or the motor vehicle is owned and operated by the state of Ohio, a political subdivision, or a public utility.

Stationary Noise

No person shall knowingly or recklessly cause an amplified sound, live music, recorded music, or other noise to cross real property boundaries at such a volume as to:

1. Disrupt the normal daily activities, including but not limited to sleeping, studying, and dining of persons within a residence or disrupt the normal daily activities, including but not limited to working of persons within a place of business;
2. Noise shall be presumed "unreasonably loud" if uninvited noise is plainly audible at the place of business, or part thereof, greater than 100 feet away from the property line of the sound source.

11. What about animal safety information and laws?

Why should I control my pet?

Controlling your pet is a courtesy to others. Imagine how your neighbor must feel when your pet runs through his garden, leaves unwanted messes in his yard, knocks over his trash can, or bites a child. As a pet owner, it is your responsibility to control your animal.

Responsibility and Control

You are responsible for your pets at all times. Reynoldsburg City Ordinance 505 specifies that all pets must be either kept confined to your property or be under reasonable control at all times. Example: Letting your pet outside to ram the neighborhood would not be considered reasonable control. However, taking your pet for a walk on a leash would be considered reasonable control.

505.19 Barking or Howling Dog or Other Animal

No Person shall keep or harbor any dog or other animal within the Municipality which, by frequent and habitual barking, howling, yelping, screeching, or cawing, creates unreasonably loud and disturbing noises. Violation of this ordinance could result in a minor misdemeanor.

5050.17(c) Nuisance Conditions prohibited

Any person being the owner of or in charge or control of any animal shall immediately remove all feces deposited by such animal from another person's property, including public parks or other public places

12. What are the parking laws?

When there are large vehicles parked on the residential roadway it makes it very difficult to maneuver around them. In addition to vehicles trying to maneuver around them, children have a difficult time seeing to cross the road. For the reasons stated above the City of Reynoldsburg initiated an ordinance that prohibits the parking of such vehicles. The ordinance is summarized below:

351.16 Parking of Commercial Vehicles, Trailers, Recreational Vehicles, and boats.

No commercial vehicle, motorbus, motorbus home, recreation vehicle, house trailer, travel trailer, or other trailers as defined in Ohio R.C. 4501.01, and no boat or boat trailer shall be parked or be left standing on any street or alley within the city limits at any time.

Commercial Vehicle: means any vehicle with the current state-issued license plates attached with the designation "truck" or "commercial" or any vehicle including a trailer, used for the hauling of any machinery, device, materials, or equipment in connection with a commercial enterprise, whether such vehicle is marked or identified by lettering, symbols, or signs relating to such commercial purpose or enterprise or not having attached thereto a state-issued license plate with the designation "truck" or "Commercial vehicle."

351.13 Continuous Parking in the same location.

No person, except as proved in Section 351.16, who is the owner, agent, operator or other people in charge of any vehicle shall permit the vehicle to remain parked, standing, or abandoned upon any street for a continuous period longer than forty-eight hours. The purpose of this section is to prohibit continuous long time parking and the storage of vehicles on the streets of the city

13. What are the Child Safety Seat Tip and Laws?

Infants (if my child is under age 1)

• She always rides in the back seat and never in front of an airbag.
• She always rides in a car seat made for infants.
• She faces the back of the car in her car seat.
• Her seat is buckled tight in the car and doesn't move an inch when I pull it.
• She is securely strapped in and the straps are snug, with the retainer clip at armpit level.

Toddlers (If my child is over age 1 AND between 20 to 40 pounds)

• He always rides in the back seat.
• He always rides in a car seat made for her age and weight.
• His car seat is buckled tight in the car and doesn't move an inch when I pull it.
• He is securely strapped in and the straps are snug, with the retainer clip at armpit level.

Young Kids (If my child is under age 8 AND over 40 pounds)

• She always rides in the back seat.
• She always rides in a booster seat.
• I have shoulder belts in the back seat of my car.
• The seat belt is tight, comfortable and flat on my child.
• The lower seat belt is on my child's hips, not her stomach.
• The upper seat belt is on my child's shoulder, not her neck.

Older Kids (If my child is 8 years old or older)

• He always rides in the back seat.
• He always uses a seat belt.
• I have shoulder belts in the back seat of my car.
• The seat belt is tight, comfortable and flat on my child.
• The lower seat belt is on my child's hips, not his stomach.
• The upper seat belt is on my child's shoulder, not his neck, under his arm or behind him.

18. Can I get animal control assistance?

The Reynoldsburg Police Department only addresses dog-at-large-related complaints or animal-related noise complaints such as "barking dogs". The local Humane Society or your county of residence has an Animal Control Agency you may also contact for dogs, cats, and most other domestic animal/pet issues such as running stray or lost.

Wild animal complaints need to be directed to a varmint control business (for problems such as squirrels or raccoons in your attic) or the Ohio Department of Natural Resources (ODNR) Wildlife Division at 1-800-WILDLIFE (800-945-3543 or by email Monday through Friday from 8 am to 5 pm EST (if a large wildlife animal such as deer or a coyote is the issue).
